In July 2023, Brazilian Customs issued new regulations on cross-border e-commerce goods, namely Programa Remessa Conforme (PRC for short). The project aims to improve the compliance of cross-border sales of products to Brazil.

Recently, Amazon platform released authorized designated logistics providers under the new PRC policy to carry Amazon's cross-border packages into Brazil. As a result, SFC has become one of the first companies to carry PRC packages from Amazon Brazil , and will provide professional and efficient direct delivery (B2C) small package dedicated line services for sellers in Brazil.


In order to help sellers understand and comply with the new PRC regulations in Brazil and ensure the compliance of cross-border packages in Brazil, SFC has compiled the following five points of information that sellers need to pay attention to based on the hot spots of the new PRC policy.

1. Seller price setting

Because PRC rules require sellers to prepay Brazilian import duties and ICMS* (commodity and service turnover tax) to the carrier so that the carrier can clear customs. Therefore, the price of goods on the platform must include import duties and ICMS.

*ICMS is Brazil's commodity and service turnover tax, also known as Brazil's "value-added tax". ICMS is required to be levied when goods and services are circulated (including imports and exports).

2. Carrier selection and transportation requirements

SFC is one of the earliest pre-approved carriers by Amazon. Sellers can use the SFC Amazon PRC line with confidence.

If the carrier you are currently cooperating with is not on the list of carriers approved by the Amazon platform, you should change the carrier and choose a carrier on the list. This is a regulatory matter and you will not be allowed to use other carriers to deliver Amazon orders to Brazil.

3. Submission and authorization of customs clearance information

Before the package arrives in Brazil, the seller must submit all the information required for Brazilian customs clearance to the carrier for smooth customs clearance. Amazon will integrate the system with the approved carrier. After the system is integrated, the seller must authorize the carrier to obtain order information directly from the seller center.

4. Fill in the correct carrier and tracking code

Each approved carrier has its own tracking code format. Sellers must select the correct carrier to ensure that the tracking code format is correct and valid to avoid VTR issues.

If the partner carrier delivers the package through local carriers after the package arrives in Brazil, the waybill number of the local logistics service provider should not be used, but the waybill number of the international carrier should always be used.

5. Amazon Brazil PRC rules and taxes

Package sales value less than $50:
20% of the total package value (sales price + shipping + insurance) is charged as import tax, plus ICMS/state VAT.

Package sales value more than $50:
60% of the total package value (sales price + shipping + insurance) is charged as import tax, minus a fixed amount of $20.00, and then ICMS/state VAT is added to the final duty amount.
